China targets 2030 for national blockchain network

China Sets 2030 Target to Largely Complete a National Blockchain Network While Keeping Its Crypto Ban

China has set 2030 as the target to largely complete a national blockchain network. The Central Cyberspace Affairs Commission, a senior Communist Party body that coordinates digital policy, issued the goal on October 23 in the 15th Five-Year Plan for National Informatization.

The plan calls for deeper use of blockchain in trade and finance in the Yangtze River Delta, and large-scale deployment in manufacturing and agriculture in the Chengdu-Chongqing region. It also asks for stronger technical standards and wider use of blockchain in data circulation and trading.

The target is not new. The project was already in China’s national development plan released in March, and a joint Party and State Council policy on October 9 called for its construction. In October 2019, President Xi Jinping called for greater investment in blockchain.

The context matters for crypto readers. Mainland China bans cryptocurrency-related business activities, yet it promotes blockchain as a national priority. The network described here is state infrastructure for data and industry, not a public cryptocurrency network, and nothing in the plan changes the ban.

Xinhua also reported the goal, describing it as a proposal for the basic establishment of the network by 2030. The plan sets direction, not technical specifications, so details on architecture, operators and timelines remain to be published. For traders, it signals state backing for the technology but no opening for tokens or exchanges in the mainland market.
